The speech text of the Chairperson at the 12th anniversary virtual TBH memorial event

Dear friends, good evening, I would like to thank you for joining the 12th anniversary memorial event of Teoh Beng Hock.

We never expect we will need to organize online commemoration activities for two consecutive years. The number of new Covid-19 cases in July 2020 is insignificant if compared with the current situation, until today about 6,600 people have died in this pandemic. We offer our deepest condolences to the people and front liners who passed away due to the Covid-19.

We call on the government to mobilize all available resources to support the Ministry of Health to fight the pandemic. Front liners need desperate assistance, they claimed that the current situation is just like Italy in 2020 and the ship is sinking.

It is important for the government to allow normal parliament sittings, garner support of the political divide to fight the unprecedented crisis.

At the same time, the government must protect everyone’s right to food and right to access to vaccine, regardless of their nationalities.

We do understand that, during the Covid-19 pandemic, many security personnel have been deployed to carry out their duties at road blocks, enforcement of SOPs and the others. However, we demand an answer from the Inspector General of Police and Home Minister, when will you make public the investigation result on the death of Teoh Beng Hock?

After the ruling of the court of the appeal that one or more unknown persons caused the death of Teoh, including MACC officers, the then Barisan Nasional government spent about 22 months to come out with a single sentence conclusion on the second investigation result – “no criminal element in the case of Teoh.”

The reopening of the case in 2018 gives Teoh family a hope, but the investigation has been going on for three years, we have been submitting letters, memorandum to the governments, yet the police, AG and Home Minister remained silence on revelation of the investigation result.

That’s the reason we choose “delay in justice is injustice” as the theme of the 12th anniversary commemoration activities. The government should not delay anymore, don’t delay it until the dissolution of parliament.

We wish to remind the Prime Minister that even though his government was formed without a mandate in the 14th general election. As a member of parliament elected under the ticket of Pakatan Harapan and the then cabinet member that collectively agreed to reopened the case of Teoh, he has a moral duty to complete the investigation and ensure justice for Teoh.

Last week, Teoh Beng Hock Trust for Democracy launched an online petition campaign, calling Home Minister Hamzah Zainuddin, IGP Acryl Sani Abdullah Sani to stop delaying justice for Teoh Beng Hock and reveal the police investigation result immediately.

The pre-fall injury on Beng Hock’s neck shows the existence of criminal element in this high profile death. The government must uphold the rule of law and conduct a thorough investigation on MACC officers involved in the operation. It is unacceptable that no single person was held responsible for this death in the MACC custody.

We urge member of public to give your full support to the online petition campaign, sign it and share with your friends and network. As long as we can get a big number to support this petition campaign, the government cannot ignore the pressure from the civil society.

Politicians will act in accordance to democratic pressure from our civil society, if Malaysian people are determined to fight for the rights of Beng Hock, the power holder in Putrajaya will be forced to find a solution for this issue.

Furthermore, the government must implement institutional reforms to stop violation of human rights at MACC and other enforcement agencies. The section 30 of MACC Act must be amended to limit interrogation time from 9am to 6pm, IPCMC should be established, all enforcement officers must receive compulsory human rights education.
