TBH-ADA expresses regret on the parliamentary answer on NFA, urges the Home Minister to share the police investigation papers with the Teoh family’s lawyer team.
Concerning the parliamentary reply of the Home Minister Saifuddin Nasution dated 21 Jan 2026 that the case of Teoh Beng Hock was classified as no further action due to “the elements to specifically link a particular individual to a criminal offense cannot be met based on the evidence currently available”, Teoh Beng Hock Association for Democratic Advancement (TBH-ADA) expresses its deep regret over the failure of the authority to discover the culprit behind a high profile death in custody case at the Malaysian Anti-Corruption Commission (MACC).
While the Home Minister asserted that “proactive actions have been taken”, TBH-ADA questions the basis of this claim. The investigation was only acted upon after the High Court issued a mandamus order on 21 November 2024. We seek clarity on whether officers who were present during Teoh Beng Hock’s detention have been called upon for investigation, and whether any genuine proactive steps were undertaken before and after judicial intervention became necessary.
Teoh was placed under the detention of MACC Selangor on 15-16 July 2009. He was interrogated by several teams of MACC officers until mid-night. He was deprived of sleep and food overnight. The security system of the MACC Selangor was tight, no one could leave the premises without MACC officers’ access cards. The police have shown its capability in identifying perpetrators for many social crimes in open crime scenes, it is our puzzle why the police failed to identify perpetrators in Teoh’s case in such a closed MACC premise.
The Teoh family’s lawyer team has requested the whole set of police investigation papers. We urge the Home Minister to honour his words and direct the Inspector-General of the Police to share the investigation papers with the family’s lawyer team, who are definitely a key interested party in this case.

赵明福民主促进会对国会有关“不采取进一步行动”(NFA)的答复表示遗憾,促请内政部长向赵家律师团队公开警方调查文件
针对内政部长赛夫丁于2026年1月21日在国会的书面答复,指赵明福案件因“根据目前掌握的证据,无法满足将特定个人与刑事罪行作出明确关联的要素”,因此被列为“不采取进一步行动”(NFA),赵明福民主促进会(TBH-ADA)对此深表遗憾。有关当局至今仍未能查明这宗发生在马来西亚反贪污委员会(MACC)内的高关注度羁押死亡案件之真正肇事者,令人失望。
尽管内政部长声称“已采取积极行动(tindakan proaktif)”,赵明福民主促进会质疑此说法的依据。事实上,相关调查仅在高等法院于2024年11月21日发出强制令后才有所行动。我们要求当局明确说明:在赵明福被扣留期间与其接触的反贪会官员,是否已被传召协助调查?在司法介入之前与之后,是否曾采取任何真正具实质意义的主动调查行动?
赵明福于2009年7月15日至16日期间被扣留在雪州反贪会办公室,并由多组反贪会官员轮流盘问至深夜。他在扣留期间被剥夺睡眠与饮食。雪州反贪会办公室的保安系统森严,任何人未经反贪会官员的门禁卡均无法离开该处。警方在多起发生于公开场所的社会案件中展现了辨识嫌犯的能力,然而令人费解的是,为何在如此封闭、受严格管控的反贪会场所内,警方却无法在赵明福案件中确认涉案者。
赵明福家属的律师团队已正式要求取得整套警方调查文件。我们促请内政部长履行其承诺,指示警察总长向家属律师团队提供相关调查文件。赵家律师团队无疑是本案中最关键、最直接的利害关系方之一。
