



Filing a Complaint to the United Nations on the Teoh Beng Hock Case & Launching an International Advocacy Fund
Since the police announced on May 20 that the Teoh Beng Hock case requires “No Further Action (NFA),” Prime Minister Anwar Ibrahim—who had once promised the Teoh family a thorough investigation—has remained completely silent for six weeks. This is in stark contrast to the ideals of “justice” and “Reformasi” he has championed for years, leaving the Teoh family and concerned citizens deeply disheartened.
After sixteen years of relentless pursuit, the Teoh family has exhausted all domestic judicial and executive avenues in Malaysia. From the inquest, High Court, Royal Commission of Inquiry, to the Court of Appeal—even though the conclusion was that Teoh Beng Hock died by homicide—no one has been held accountable. Despite four changes in government leadership (Najib, Mahathir, Muhyiddin, and Anwar), the administrative system still fails to uncover the truth and deliver justice for this death in custody.
With Malaysian politics in a state of paralysis and basic human rights unprotected, the Teoh family has no choice but to turn to international advocacy and seek justice through global institutions. The Teoh Beng Hock Association for Democratic Advancement officially announces that we are filing a complaint with the Office of the United Nations High Commissioner for Human Rights (OHCHR), specifically to two Special Rapporteurs and one Working Group, over the Malaysian government’s mishandling of the Teoh Beng Hock case and its violation of his right to life, freedom from extrajudicial killings, torture, and arbitrary detention.
We submitted letters to these three UN Special Rapporteurs on 4 July, and with the support of international and regional human rights organizations, we will continue to highlight this human rights violation to the world and expose the true meaning of the so-called “Madani Malaysia”. Below are the OHCHR units to which we have filed complaints:

向联合国投诉赵明福案件及筹募国际倡议基金
自五月廿日警方宣布赵明福案件“无需行动(NFA)”后,曾经许诺赵家彻查此案的首相安华保持完全沉默六个星期,与安华多年来高举的“公正”和“烈火莫熄”理念背道而驰,令赵家和关心赵明福案件的公民无不心寒。
经过十六年的奔波呼号,赵明福家属已经耗尽马来西亚国内所有司法和行政途径。从死因调查庭、高庭、皇委会到上诉庭,尽管结论是赵明福之死因为他杀,依然没有人对此负责。经过纳吉、马哈迪、慕尤丁和安华政府的四次更迭,行政体制也无法为一宗扣留所命案揭露真相和实现正义。
当马来西亚政治陷入万马齐喑,公民的基本人权都无法获得保障的时候,赵家只能通过国际倡议的方式,通过国际组织为赵明福讨公道。赵明福民主促进会宣布,我们将正式向联合国人权高级专员办事处(OHCHR)两个特别报告员(Special Rapporteurs)和一个工作组投诉马来西亚政府不当处理赵明福案件,剥夺赵明福的生命权、免于法外处决、酷刑和任意拘留的权利。
我们已于七月四日发函给三个联合国特别报告员投诉此事,也将通过国际和区域人权组织的协助控诉此宗侵犯人权案件,让全世界知道“昌明大马”的真正意义。以下是我们已经发函投诉的联合国人权高级专员办事处单位:
