Teoh Beng Hock Trust for Democracy welcomes the high court award of RM450,000 to the family of custodial death victim M. Segar, who suffered the blunt force trauma and internal issue injuries at Port Dickson police lokap in April 2017.
The government is duty-bound to protect all detainees’ human rights while under the custodies of enforcement agencies. The ruling again reminds the unity government to continue institutional reform on prevention of custodial death. We call on the government to enact an Anti-Torture Act to outlaw all acts of physical and mental tortures, including sexual violence, against detainees under the custody of all enforcement agencies. Enforcement officers are required to go through human rights training before assume their responsibilities.
