
Teoh Lee Lan to bring Teoh Beng Hock’s case to Geneva next March
[Press Statement by the Teoh Beng Hock Association for Democratic Advancement (TBHADA), issued in Kuala Lumpur on 11 December 2025 in conjunction with International Human Rights Day]
Following the submission of a formal complaint on Teoh Beng Hock’s death to the United Nations in July this year, the Teoh Beng Hock Association for Democratic Advancement (TBHADA) has been actively engaging international human rights bodies. These include staff from the Office of the United Nations Special Rapporteur on extrajudicial, summary or arbitrary executions, officers from the Office of the United Nations High Commissioner for Human Rights (Southeast Asia Regional Office), leaders of regional human rights organisations in Asia, as well as Malaysian human rights groups.
After months of preparation and confirmation of the United Nations Human Rights Council (UNHRC) session dates, TBHADA announces that Teoh Beng Hock’s sister, Teoh Lee Lan, together with representatives of the Association, will travel to the United Nations headquarters in Geneva in March 2026. They will present the case before the UN Human Rights Council to condemn the “MADANI” government for dereliction of duty in Teoh Beng Hock’s case and for its failure to effectively safeguard his fundamental human rights.
To date, TBHADA has raised RM122,377 through nationwide roadshows and online crowdfunding. These funds will be used to support human rights advocacy at the United Nations and related initiatives. At the same time, TBHADA will continue pushing for institutional reforms within Malaysia and will organise various programmes to strengthen grassroots mobilisation, ensuring that the movement for truth and justice remains deeply rooted among the people. TBHADA expresses its heartfelt appreciation for the public’s longstanding trust and support, and pledges to persevere until the truth is revealed and justice is won.
Despite Prime Minister Anwar Ibrahim publishing a book themed around “justice and reform,” his administration has clearly strayed from both principles in handling Teoh Beng Hock’s case. This failure constitutes a violation of Article 8 of the Universal Declaration of Human Rights, which states: “Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted to him by the constitution or by law.”
In this International Human Rights Month, TBHADA reminds the Anwar administration once again that safeguarding basic human rights is not a slogan, but the most fundamental responsibility of any government. The hasty closure of the case has severely eroded public confidence in the justice system and caused the government’s credibility on human rights issues to collapse. The Association stresses that continued evasion of the truth will only deepen public dissatisfaction.
The rights implicated in Teoh Beng Hock’s case—including the right to life, freedom from extrajudicial killing, freedom from torture, and protection from arbitrary detention—are fundamental guarantees that any civilised society must uphold. To prevent another tragedy like Teoh Beng Hock dying in MACC custody, the Anwar administration must act decisively to bring those responsible to justice and undertake comprehensive reforms of the Malaysian Anti-Corruption Commission (MACC), so that the national principle of “upholding the rule of law” will no longer be an empty slogan.

赵丽兰明年3月赴日内瓦申诉明福案

自今年7月向联合国提呈赵明福命案的投诉后,赵明福民主促进会已积极与国际人权机构接洽,包括接洽联合国法外处决、即决处决或任意处决问题特别报告员的办公室职员、联合国人权事务高级专员东南亚办事处职员,亚洲区域人权组织和马来西亚人权组织领导。
经过多月的筹备,以及确认联合国人权理事会的会期后,赵明福民主促进会宣布,赵明福胞妹赵丽兰与本会代表将于2026年3月前往位于日内瓦的联合国总部,向联合国人权理事会控诉“昌明”政府在赵明福案件上怠忽职守,无法有效地保障赵明福的基本人权。
截至目前,赵明福民主促进会通过全国巡回讲座与线上筹款,共筹获 RM122,377 的经费,将用于推动赴联合国的人权倡议、及相关工作。与此同时,赵明福民主促进会将在国内努力推动制度改革,并组织各类活动以加强草根力量建设,确保争取真相与正义的运动能够深植于人民之中。赵明福民主促进会衷心感谢公众长期以来的信任与支持,并承诺会继续努力,直至真相大白、正义得以伸张。
尽管首相安华出版以“正义和改革“为主题的书籍,安华政府在赵明福命案上明显背离正义和改革,违背《世界人权宣言》第八条 – “任何人当宪法或法律所赋予他的基本权利遭受侵害时,有权由合格的国家法庭对这种侵害行为作有效的补救。”
值此国际人权月,赵明福民主促进会再次提醒安华政府,保障人民基本人权并非口号,而是执政者必须履行的最基本责任。政府匆促结案已严重侵蚀公众对司法体系的信任,也让政府在人权议题上的信誉荡然无存。本会强调,若政府继续回避真相,将进一步加深人民的不满。
赵明福命案所涉及的生命权、免于法外处决、酷刑及任意拘留的基本保障,是任何文明社会都必须坚持的底线。为了避免我国再次发生赵明福死于反贪会扣留所的悲剧,安华政府必须下定决心将涉案者绳之以法,并全面改革反贪委员会,使国家原则中的“维护法治“不再是一句空话。
